Shannon Barnes, PhD, is a public health and healthcare quality leader with more than 15 years of experience advancing accreditation, quality improvement, and community health systems. She is the owner of Healthy Consulting, where she partners with public health agencies, health councils, and nonprofit organizations to support Public Health Accreditation Board (PHAB) readiness, community health improvement planning, and performance management with a focus on health equity and accountability.

Dr. Barnes also serves as a senior healthcare accreditation leader for a multi-state health insurer, overseeing enterprise-wide quality and accreditation initiatives across commercial and government programs. Her work helps ensure regulatory compliance, continuous improvement, and access to high-quality care for diverse populations.

She holds a PhD in Public Health and has led statewide public health accreditation efforts, including achieving New Mexico’s first national public health accreditation. Dr. Barnes brings a systems-level perspective and strong governance experience to her board service.
