PUBLIC HEALTH & HEALTH COUNCIL SPECIALIST

Joseph Hill brings over two decades of experience in public health, coalition development, and community wellness, with deep commitment to advancing equity, strengthening local capacity, and amplifying underserved community voices. Before joining the Alliance, Joseph served as Director of Prevention and Community Collaborations at New Mexico’s Public Health Institute, leading statewide initiatives through community-based programs. He held multiple leadership roles at a national center for rural and frontier communities, including Director of Community Wellness and Education, where he supported county health councils, mentored coordinators statewide, and led multi-county coalitions focused on behavioral health, substance misuse prevention, and youth engagement.

His experience spans the full spectrum of health council engagement, from participant and coordinator to supervisor and funder. He has managed over $6 million in public health funding and fostered strategic partnerships with agencies, local governments, and nonprofit organizations.

A skilled trainer and facilitator, Joseph holds undergraduate degrees in Human Services, Business, and Education, and an MS in Management and Leadership (expected December 2025). As a former Alliance board member, he remains committed to elevating local wisdom, reducing disparities, and building sustainable health systems across New Mexico.

My vision is to support New Mexico's Health Councils in a way that's grounded, relational, and genuinely helpful. I want to meet councils where they are, honoring their local expertise and unique contexts, while offering tools, technical assistance, and training that actually make their work easier and more impactful. 

I'm especially passionate about creating space for peer learning and community-rooted leadership. That might look like co-developing a flexible training calendar, hosting regular office hours, or curating resources that reflect both evidence-based practices and lived community wisdom. I want Health Councils to feel seen, supported, and more confident in their work.

Having served as a coordinator, mentor, supervisor, and funder in this ecosystem, I understand both the day-to-day realities and the systems-level challenges. I'm grateful to bring that experience with humility and care, helping to amplify what's already working while gently supporting growth where needed. At the heart of it, my vision is to serve the councils who serve our communities because when they thrive, New Mexico thrives.
